  • 1984: Launch of the modern California Smog Check Program (following Senate Bill 33 in 1982). It introduced biennial testing for most vehicles 1966 and newer in high-pollution areas, plus change of cownership tests. Administered by the Bureau of Automotive Repair (BAR), it included tailpipe sampling, visual inspections, and a repair cost limit.

  • 1990s (Smog Check II): Added “Enhanced” loaded mode dynamometer testing in the worst air quality zones and created low income assistance programs.

  • 2010 (AB 2289): Major modernization shifted focus to On Board Diagnostics (OBD-II) for 2000 and newer vehicles, making testing faster and more accurate.

Today, most gasoline vehicles 1976 model year and newer require a smog check every two years for registration renewal (with exemptions for very new vehicles, typically under 6–8 model years old). Change of ownership tests apply more broadly. The program has helped cut vehicle related smog forming pollutants dramatically, over 80% in many categories, despite massive growth in population and cars.

OBD-II Testing: How It Works in Today’s Smog Checks

Since the 2010s modernization, OBD-II testing (On-Board Diagnostics II) has become the core of most California Smog Checks for 2000 model year and newer gasoline vehicles.

It’s the vehicle’s built in computer system that continuously monitors emissions related components like the catalytic converter, oxygen sensors, evaporative (EVAP) system, EGR valve, fuel system, and misfire detection. When issues arise, it stores Diagnostic Trouble Codes (DTCs) and may turn on the Check Engine Light.


How the test works at a smog check station:

  • The technician plugs CAL VIS emission equipment into the OBD-II port (usually under the dashboard).

  • The system checks:

    1. Malfunction Indicator Light (MIL) status must be off.

    2. No active emissions related Diagnostic Trouble Codes.

    3. Readiness monitors, self tests the computer runs to confirm systems are functioning.

Important 2026 Update: Effective October 1, 2025, BAR tightened rules so that all applicable readiness monitors must generally be set (“Ready”) for the vehicle to pass (with limited exceptions for known design issues). After repairs, a battery disconnect, or code clearing, monitors reset and require specific drive cycles (mix of city and highway driving) to complete, often taking 1–2 weeks of normal use.

For 1996–1999 vehicles, OBD-II is combined with a tailpipe test in Enhanced areas. Visual inspections for tampered or missing emissions parts still apply to all vehicles.

This shift to OBD-II made testing quicker, more accurate at catching problems early, and less reliant on old tailpipe “sniff” tests.
